Consider the scenario and outline your proposed approach to resolving it.  Make reference to any relevant clauses you would expect to find in a contract (for example, Dispute Resolution, Invoicing and Payment, Warranty, Insurance etc).  Identify any issues that may require escalation.

Your contractor seems unwilling to supply the regular monthly contract progress report as required by the contract on the 5th working day of each month.  You are new in the job, but from checking the file, it seems that the previous contract manager was in the habit of letting them submit it whenever they felt like it – sometimes as late as the 15th of the month.  There are no records explaining why this happened.
